Level Up is the new home for Third Party Payment Processors Association's annual in-person Risk Assessment Compliance Course!

In Monday's TPPPA session, we will discuss:

  • Connection between Risk Assessments and Internal Controls.
  • Importance of PROGRAM Risk Assessments for Sponsoring/Originating Banks related to Third Party Payment Processing, and the requirement for complementary Program Risk Assessments and Internal Controls  for Third-Party Payment Processors, (including Nested Third-Party Payment Processors).
  • Tips and techniques for effectively creating/updating Program Risk Assessments from existing Internal Controls, such as Policies, Procedures, Training, Agreements, etc.

In the second part of Monday's session, participants will be guided through an exercise to glean specific controls from the participants’ own policies, procedures, training, and agreements.  Participants are encouraged to bring their laptops and copies of their company’s own controls for an exercise in populating a Program Risk Assessment Template, which will be provided to all participants.

What you will learn:

  • How Program Risk Assessment differs from customer, product or various compliance risk assessments
    (e.g. AML Risk Assessment).
  • How risk-based programs are derived from and forever tied to ongoing Program Risk Assessment discipline.
  • How to demonstrate proper oversight and engagement of the Board in the Risk Assessment Process.
  • How to periodically test internal controls and update the Program Risk Assessment.

The rapidly evolving payment ecosystem, increasing complexity of players involved and technological advancements in payment methods have resulted in the rise of fraud, disputes, and enumeration attacks. Enumeration, which is a rapid, brute force card testing attack at scale, leads to $1.1 billion annually in fraud losses.

VAMP changes three key things: How to account for ratios, who is accountable for maintaining them, and what counts & what doesn’t toward the ratios.

The evolved Visa Acquirer Monitoring Program (VAMP), effective April 1, 2025, consolidates five existing fraud and dispute programs into a single acquirer program and streamlines 38 distinct remediation processes into a single process.

The program also works to:

-Create globally aligned fraud thresholds for both domestic and cross-border card-not-present transactions, providing clarity and consistency for acquirers and their merchants.

-Incorporate enumeration criteria based on the number of enumerated authorization transactions and enumeration rate, to foster and promote best practices that guard against this growing attack vector from sophisticated fraudsters.

-Evolve from a program designed from outlier management to a lifecycle risk management approach, leading to more comprehensive fraud prevention across the ecosystem.

Arming Your Merchants Against Iframe Attacks: A Practical Guide to PCI Req. 6.4.3 and 11.6.1

This session will share findings from over 2,000 e-commerce client-side forensic investigations. We have seen a dramatic increase in attacks specifically on ecommerce sites using iframes to host a payment page from a 3rd party service provider.

These findings emphasize the importance of PCI DSS requirements 6.4.3 and 11.6.1 in helping combat e-commerce skimming trends. For example, in 100% of the cases where card data skimming was occurring, the security failure was present on the merchant’s referring page and not because of a malicious script on the 3rd party hosted payment page. This finding clearly indicates that the main skimming risks are on the merchant’s side, not on the service provider’s side.

Merchants are responsible for monitoring the scripts that they include on their websites (PCI DSS requirement 6.4.3) and checking for the presence of malicious scripts and behaviors on any payment or referring payment pages (PCI DSS requirement 11.6.1). The trends we’ve found can help merchants see the practical application of these requirements, and be empowered to secure their websites against threat actors.

The Future of FBO Accounts

The FBO account structure has been a common “best practice” by payments providers seeking to remove themselves from the flow of funds to reduce their risk of being regulated as a money transmitter. While this structure remains foundational to countless arrangements between banks and their fintech partners, the risks created by the misuse of this structure has led the Federal Deposit Insurance Corporation (FDIC) to issue a proposed rule which would impose extensive requirements on FDIC insured depository institutions with respect to “custodial deposit accounts with transactional features” – FBO accounts included.

This proposed rule, which has bipartisan support, comes amid heightened scrutiny of bank and fintech arrangements by the federal banking regulators and a furry of other regulatory enforcement and initiatives aimed at bank-fintech arrangements. This discussion would cover the current best practices related to FBO account structures and the impact that the proposed rule would have on financial institutions, their third-party providers and the future of FBO Account structures.
